Founded by the team behind Capricorn Care NW Ltd.
Capricorn Excellence exists because we kept being asked the same question by people opening or running children's or adult social care services: how do you actually get through registration and stay compliant afterwards?
Rather than theory, we bring the direct experience of founding Capricorn Care NW Ltd, building a staff team, writing a Statement of Purpose, and successfully registering homes with Ofsted — then keeping them compliant, well-run and genuinely focused on the people in our care ever since.
Andrew Fraser, Operations Manager & Responsible Individual (Ofsted) at Capricorn Care NW Ltd, is a BA (Hons) Social Work graduate and Social Work England-registered social worker with over 15 years' experience across children's and adults' social care. He led the registration and opening of two Ofsted-registered children's homes from property acquisition through to launch, and holds a postgraduate Best Interests Assessor (DoLS) qualification alongside a Level 5 Diploma in Leadership & Management. Before Capricorn Care NW, he worked as a qualified social worker across several local authorities — including Knowsley, Liverpool, Warrington, Conwy and Cumberland — covering MASH, Continuing Health Care, hospital discharge, community mental health and children's disability teams, with direct hands-on delivery of Care Act, Mental Capacity Act, DoLS and Children Act assessments, safeguarding investigations, and court reports.
Andrew is supported by a team of qualified social workers and residential managers with a combined 25+ years of frontline experience across both children's and adults' social care — including transition-team, secure-accommodation, Care Act and court-work background on the social work side, and direct Ofsted registration and inspection experience on the residential management side. In line with safeguarding good practice, we don't publish full staff profiles for frontline team members on our website — full CVs and credentials are available on request as part of any enquiry.
