Andrew is a BA (Hons) Social Work graduate and Social Work England-registered social worker with over 15 years' experience leading and improving children's and adults' social care services. He led the registration and opening of two Ofsted-registered children's homes at Capricorn Care NW, from property acquisition through to operational launch, and provides ongoing executive oversight, regulatory compliance and safeguarding governance.
He holds a postgraduate Best Interests Assessor (DoLS) qualification, a Level 5 Diploma in Leadership & Management, and Designated Safeguarding Lead training. Prior to Capricorn Care NW, Andrew held qualified social worker roles across multiple local authorities — including Knowsley, Liverpool, Warrington, Conwy and Cumberland councils — spanning Multi-Agency Safeguarding Hub (MASH), Continuing Health Care, hospital discharge, community mental health, adult locality and children's disability teams. This included direct, hands-on delivery of Care Act, Mental Capacity Act, DoLS and Children Act statutory assessments, safeguarding investigations (including section 42 enquiries), and preparing social circumstances court reports for tribunals — the exact statutory and legal assessment work Capricorn Excellence now offers.
Andrew is supported by a small team of qualified social workers and residential managers, bringing a combined 25+ years of frontline experience across both children's and adults' social care. Between them, the team brings direct practice experience spanning transition-team work, secure accommodation settings, Children Act and Care Act assessments, court work, and hands-on residential management — including leading a home through Ofsted registration to a "Good" inspection outcome.
